What is the Substitute Employee Management System (SEMS)? SEMS is available to educators as your means of securing a substitute.

The Phone-Based SEMS was installed in East Baton Rouge Parish in 1998, and was implemented for use for classroom teachers as a pilot test the last two weeks of the 1998-99 school year. In the beginning of the 2003-04 school year, the on-line version of SEMS, WebCenter, was installed. We are happy to report that both systems have worked exceptionally well for teachers as well as substitutes!


How to Use the Substitute Employee Management System

An employee or administrator calls the SEMS via the public telephone system at 922-5640, or goes on-line to the WebCenter at sems.ebrschools.org. On WebCenter, your user id is your social security number, and your PIN is the same PIN you were issued for the phone-based system. On the phone-based system, you will be prompted to enter in your PIN. No user id is required for the phone method.

An absence is reported and the teacher receives a job number.

The SEMS searches its listings and finds the appropriate substitute for this job.

At the morning or evening calling period, SEMS places a call to the substitute, or the substitute has the option of going on-line and searching for available jobs.

The substitute accepts or declines the job. (If accepted, the substitute is given a job number to use when reporting to the location.)

Important Information

The Help Desk hours (922-5560) are from 6:00 am to 2:30 pm Monday through Friday; however, the automated system (922-5640) and WebCenter (sems.ebrschools.org) is available 24 hours a day, 7 days a week.

Every employee must register his or her absence through SEMS.

After you have registered your absence, the responsibility for your replacement is in the hands of SEMS. Your school will check the SEMS each morning to listen to the absence for that day and which substitute was assigned your job.

Every registered absence must have a JOB NUMBER.

If you specify a substitute, the system must call the sub to verify and the sub must receive the job number FROM THE SYSTEM, NOT THE TEACHER. Or, the teacher can give the sub the job number and the sub can check the system, accept the job, and then be given the SAME job number.
